With the FBI in the news again for missed opportunities in detaining serious criminals who went on to harm innocent members of the public (Boston Marathon Bombing) a video on YouTube seen by 5,000,000 may hold clues as to why. As you can see in the video, the agent showboats and uncomfortably hops the fence, not using his head and eyes to look and see the gate was already opened.
